Two of the vehicle's occupants then emerged from the vehicle, threw open the driver-side door and grabbed one of the suspects from the driver's side and forced him into the front passenger seat, police said.

The other vehicle stopped, pulled over and took off. The man who was pulled out of the front seat and in the passenger seat was a white male.

That man is being sought by the police department and is believed to be the man in custody, police said. He did not have a weapon in his possession, authorities said.

Shoalwater bay expansion confusion landholders are being forced to settle for the best deals because the federal government has cancelled the entire pipeline project.

The Trans Mountain expansion is being called the "worst federal disaster in Canada's history".

The pipeline, which would carry oil from Alberta to British Columbia, is estimated to cost as much as $15 billion.

The pipeline had sparked widespread opposition to the project from people on both sides of the border, and concerns over whether the project will create jobs at home.

In a letter published on Thursday, nearly 100 landowner associations representing more than 1,000 landowners asked the federal government to cancel the pipeline's pipeline permit.

Many of the landowners, including representatives from the province of Alberta, British Columbia, and New Brunswick, said the government should not allow the pipeline to be built because it is a "novel and unacceptable scenario" of the Trans Mountain pipeline project, according to the CBC.

The letter was signed by more than 200 landowner associations and trade union leaders in B.C., and more than 1,000 landowners representing 1,400 landowners across the country.

MOSCOW, July 7 (ITAR-TASS) - An elderly Soviet woman with long grey hair and blue eyes, named Marina, is hoping to move from her last-ditch shelter in Moscow to a private cemetery for her elderly mother, whose life is threatened by the criminal life of a local man.


The 74-year-old retired doctor and mother-of-three has started an online petition of a possible move to a coff-hut in the nearby city of Kazan, where her elderly mother lives.


The woman's petition calls for her mother's burial at "a peaceful cemetery, where a proper burial will be attended by proper family members."


The move will allow Marina to be buried alongside her mother in a state cemetery that meets all legal requirements. Marina wants to live in a coffin arranged by a family member.


Her petition has already garnered more than a million signatures.


In a letter to the local government of Kazan, Marina explained she was tired of living in such a squalid environment.


"This place has been a place of crime, of war. This place is not free, but it is a grave and a grave for those who have died. Where would I go to die when I leave this place and come to live in Kazan?" Marina asks.

Shire says roundabout rules confusing drivers

Roads minister Anthony Roberts has backed a proposal to change laws to make roundabout laws clearer and easier to understand.

Mr Roberts said the government would consult on an opportunity to consult with all road users about how roundabouts should be governed.

But Mr Roberts said the government had to make a choice with respect to roundabouts: to treat the traffic flow as the motorist would wish it to be, or to treat it as a traffic flow for the purpose of the roundabout rules.

"The need for congestion control for roundabouts and the loss of car access from roundabouts have changed the way many retailers engage their traffic management systems."

Mr Roberts said he believed all roundabout laws should be clear and concise and should be easy to understand.

The roundabout laws for Sydney will be introduced in August.

The roundabout rules should apply in the Sydney CBD, South West, and outer suburban areas, Mr Roberts said.

He said roundabouts could be introduced in many other areas - for example, in the city of Sydney, the northern suburb of Glen Waverley, and the northern fringe of the CBD.

"There is also the challenge of improving roundabout laws for Melbourne and further areas," Mr Roberts said.

"One solution is that there should be a requirement for a roundabout use permit, but this is likely to be at the discretion of councils as part of a broader process, and such a requirement has not yet been legislated for in NSW."

Mr Roberts said there were some potential advantages to roundabouts such as being able to make more direct connections, but warned against making these benefits the government hoped to achieve.

"In general, these are not the types of benefits we want to see through a roundabout law," he said.

"I expect, if it's appealed, to consider that question," said David M. Kessler, a law professor at George Washington University who has litigated welfare cases, "but if there are no criminal cases to bring in any of the years from 2004 to 2013, it will be interesting to see what happens."

The case could be particularly ripe for legal and legislative battles because of a 2009 decision by the 5th U.S. Circuit Court of Appeals that threw out a section of the 1964 welfare program known as the Earned Income Tax Credit. That law was upheld in 2009 in part because it was so broad. It included provisions for many of the programs that currently work -- such as Temporary Assistance to Needy Families (TANF) or food stamps -- with the exception of Supplemental Security Income.

The 5th Circuit said that because TANF did not cover most work-related activities and was available at many levels of government, it was the same as the Supplemental Security Income program (SSI) and was therefore considered an example of a "special benefit" and so was subject to the federal welfare laws.

The appeals court, meanwhile, held that Congress, which is now the nation's government, had "unduly narrowed" the law and failed to adequately define "any substantial activity" covered under the 1996 welfare program.

"It is striking that an employer who believes one of its employees is ineligible for a government benefit is able to justify claiming one of its employees as entitled to benefits based on a different basis," then-Chief Justice John G. Roberts Jr. wrote.

However, the U.S. Court of Appeals for the 5th Circuit ruled last year that there would be no need to appeal because the lower court opinion was wrong about the definition of the "special benefit."

Lawmakers, however, say the Supreme Court has not properly addressed the welfare-law definition. And they say even if Congress does agree to a change, it likely will not be soon.

"You know, I think the Supreme Court and other people who seem to think this is the right decision can take it up over the next couple of years," said Virginia Republican Sen. Tim Kaine. "It's up to Congress and the President to come to an agreement, or it's up to courts."
